New dedicated fly-tipping website to name and shame perpetrators set to be created
A new website dedicated to highlighting and reporting fly-tipping as well as naming and shaming those prosecuted for the offence is set to be created.
The new website is set to be created following the passing of a motion put forward to full council on Wednesday (July 29) by Councilor Mark Ormston, representative for Eye, Thorney and Newborough.
Seconder to the motion, Councillor Keven Tighe told the chamber that 10,000 incidents of fly-tipping were reported in the Peterborough area in 2024, a figure which rose to just under 10,500 in 2025.

As part of plans to take a harsher stance on the issue, Cllr Ormston’s motion called for the creation of a new website which he hoped to see include: up to date data, ways of helping residents verify and find reputable large waste carries, information on how to report suspicious behaviour and how to use the city’s Household Recycling Centre.
He also called for the website to include a name and shame section to list ‘rogue’ individuals and businesses convicted of fly tipping.
Cllr Ormston said: “Fly-tipping is a severe, unrelenting blight on our communities. It drains our public funds, degrades our local environment and causes immense justified frustration to residents. It effects every corner of our city.
“If residents can see the scale of the problem, the tangible actions we are taking and the direct consequences for those found guilty, we are strengthening our attack against this selfish crime.
“By having all of this publicly available information all in one place, it will create a robust public deterrent against perpetrators.
“My hope is my making this available will reassure our communities and create a one-stop shop of information to better arm our residents against rogue traders.”
Cllr Tighe added: “This will show people that we are serious about fly-tipping and bringing people to book when they are caught.”
Councils voted unanimously in favour of the motion with some calling for the motion to go even further; calling for further measures to be put in place such as Cllr Ishfaq Hussain calling for the council to enact in the clearing of fly-tips from private land but then billing the housing associations for clean up costs and Cllr Mohammed Jamil calling for more reflection on how to ensure that the council did not ‘become a victim of its own success.’ In terms of ensuring that repeated fly-tip spots don’t occur with people dumping rubbish with the assumption that the council will come along and clear it for free.
Council Leader Shabina Qayyum supported the motion and apologised for the situation having to come to the point when a council motion had to be tabled to tackle issue.
Cllr Qayyum added: “There isn’t a single ward in the city which hasn't been blighted by fly-tipping. We’ve tried everything and something more robust needs to happen.
“We do need to work at pace to tackle this, it is not good enough.”
