Question over speed bumps on Bourges Boulevard ends in heckler being asked to leave Peterborough council meeting

Discussion over a petition to introduce speed bumps on Bourges Boulevard ended up in a heckler being asked to leave a recent Peterborough City Council meeting.

On Tuesday (October 27), a resident attended the city council’s Cabinet meeting to ask what progress had been made on a petition calling for the introduction of speed bumps on Bourges Boulevard, which had been handed to the council in August 2025.

The petition called for bumps to be placed in the road ‘ from Najib’s Food Store to Occupation Road’ because of speeding traffic and recently installed yellow lines to be removed.

The council’s Cabinet Member for Transport, Cllr Angus Ellis, told the meeting that the petition was not taken forward as officers agreed to work with councillors on the details included. Officers advised that speed bumps would not be the best option for Bourges Boulevard as they would ‘exacerbate the current parking issues by taking away further parking bays.’

Plans for a 20mph zone and a single yellow line on certain sections of Bourges Boulevard were also discussed.

A second petition calling for speed bumps was handed to the council in 2026 and since the original petition the council has introduced a single yellow line along Bourges Boulevard in the interest of road safety.

Cllr Ellis added: “Before instillation, especially around school times, cars were parked on the pavement, blocking pedestrian access. This created no safe areas for cars to pull in and let others pass and children did not have a clear line of sight to cross the road. The lines have improved this and created safe places for families to cross the roads and to keep traffic flowing."

The co-petitioners then raised concerns about councillors not listening to their views in a statement following the two questions put to cabinet. After the answer was received and the meeting was ready to progress to the next item, one of the co-petitioners began to call out stating that “this is not over."

Leader Cllr Qayyum was forced to call out the actions are inappropriate and threatened to cal security as well as the police if ti was to happen again.
