The application from Tameer Homes Ltd for land to the north east of 2 Marholm Road, Walton, was turned down by the city council’s planning department.

Officers stated that the development “would appear an unduly dominant, obtrusive and incongruous feature within the locality,” adding that “the overall design quality of the proposed building is considered to be poor”.

The plans were also said to pose a risk to highway safety due to an access road which fails to prioritise pedestrians and would “encourage inappropriately high speeds upon entry/exit of the site”.

Moreover, a shortage of car and cycle parking spaces and the proposed drainage system were highlighted as issues, while the development was said to be “overbearing” for a neighbouring property.

The planning application submitted to the council had said that the site is a “redundant brown field site that was used for a footpath flyover for Lincoln Road,” which is surrounded by residential properties and a care home.

The application added that the proposal would “contribute to housing targets and provide houses that are conveniently located for shops, employment and leisure activities, close to both a railway station and excellent road links to the rest of the country. In short, it comprises the right type of housing in the right place at the right time”.

A parking spot for each flat had been proposed.
