Decisions made by Peterborough’s planning committee this week

Peterborough City Council’s planning committee held an online meeting this week with a number of decisions made.

Here is a summary of their decisions on the applications made:

Buffingham Kennels, Waterworks Lane, Glinton, Peterborough

Proposal: The application seeks planning permission for the ‘continued use of land and siting of mobile home in connection with, and use of, land, kennels and associated fencing as licenced establishment for breeding dogs’. The application seeks this continuation for a further temporary period of two years.

The Case Officer recommends that Planning Permission is REFUSED for the following reasons:

As a temporary planning permission has already been granted for the development, the residential caravan element must be considered as a permanent dwelling within the open countryside. Insufficient evidence has been provided to demonstrate that: the enterprise has been planned on a sound financial basis; the need relates to a full-time worker; and the functional need cannot be fulfilled by an existing dwelling, or the conversion of an existing building in the area, or any other existing accommodation in the area which is suitable and available by the worker concerned. As such, the proposal is unacceptable in principle and contrary to Policy LP11, Part D (m, n and o) of the Peterborough Local Plan (2019).

Due to the proximity of the proposed satellite parking area to neighbouring dwellings and the associated coming and going of vehicles and persons in connection with the residential and business uses of the application site, unacceptably harmful levels of noise and disturbance to neighbouring residents would result. As such, the proposal would result in undue harm to neighbour amenity and is contrary to Policy LP17 of the Peterborough Local Plan (2019).

In the event that the field between the proposed satellite car park and application site become impassable through flooding (being situated within Flood Zones 2 and 3), persons in connection with the residential and business uses of the application site would be forced to use Waterworks Lane, a road subject to the national speed limit with no dedicated footway and unlit. As such, the development proposed would not provide a safe route from the satellite car park to the application site, and is therefore contrary to Policies LP13 and LP17 of the Peterborough Local Plan (2019).

Peterborough City Council Planning and Environmental Protection Committee Decision: REFUSED

30 High Street, Eye, Peterborough

The application seeks planning permission to change the use of the site from mixed retail and residential to a single residential dwelling house. The proposal also includes associated external changes including removal of the existing shopfronts and canopies, insertion of 2no. smaller windows and a personnel door to the principal elevation, and bricking up to make good the principal elevation.

The Executive Director of Place and Economy recommends that Planning Permission is REFUSED for the following reason:

Insufficient information has been presented to enable a conclusion to be reached that the existing retail business is not viable currently or in the long-term. Furthermore, insufficient marketing of the site/business has taken place and interest has been shown such that it cannot be concluded that the business is not viable for sale to another party. Accordingly, it is not considered that the proposal meets with the requirements of Policy LP12 in terms of permitting the loss of the retail unit in the village of Eye.

Peterborough City Council Planning and Environmental Protection Committee decision: APPROVED (allowing the change of use with the provision that planning officers ensure the appropriate planning conditions that the applicant make changes sympathetic to the viewpoint of the road)

 

184 Mayors Walk, West Town, Peterborough

Proposal: The application seeks planning permission for the construction of a first-floor extension above the existing garage (to the rear of the existing flat roof extension), alteration to the roof of the existing side extension (replacing from flat roof to dual pitched roof); and construction of a single storey rear extension. It should be noted that development has already commenced in the form of footings having been dug and therefore the application is part-retrospective. This application is a resubmission of a previously refused application. This proposal reduces the depth of the ground floor rear extension from 12.93 metres to 10.8 metres.

The case officer recommends that Planning Permission is REFUSED

The proposed rear extension, by virtue of its size, scale and siting, would result in an unacceptable degree of overbearing and overshadowing impact to the primary habitable rooms and outdoor amenity area of No.182 Mayors Walk. This would result in an unacceptable degree of harm to the amenities of occupants of this neighbouring dwelling and is therefore contrary to Policy LP17 of the Peterborough Local Plan (2019).

Peterborough City Council Planning and Environmental Protection Committee

Decision: APPROVED (with the provision that planning officers ensure the appropriate planning conditions that the applicant make the glass overlooking neighbours at 182 Mayor’s Walk obscure glass and that all the skylights are non-opening skylights.
