Peterborough Covid breach bar licence hearing scrapped

A hearing to consider revoking a Peterborough bar’s licence - after a catalogue of alleged Covid restriction breaches - will not now take place.

Cambridgeshire Police had instigated the review of the Noir Bar and Club’s licence - calling for it to be revoked last month.

A report submitted to Peterborough City Council’s licensing panel, by Chief Constable Nick Dean, outlined a number of instances when police were called to the Lincoln Road premises. This included a “pre-lockdown party” in early November and reports of “around 100 people” at the premises - above a barber’s shop - in the early hours a few weeks later during Lockdown.

The Covid related breaches were described as “the result of deliberate, reckless or, at the very least, grossly negligent actions by the operator and associates.”

The review was due to be considered by the licensing committee on March 11, but today a council spokesperson said the premises licence for Noir Bar had been surrendered and the review hearing cancelled.

A police spokesperson added: “The Licensing Review Application made by Cambridgeshire Constabulary concerning Noir Bar has now been resolved.

“Due to the evidence presented in the documentation the licence holder has independently and without prejudice decided to surrender the licence.

“It demonstrates that when a licensed premise within Cambridgeshire breaches the Covid regulations, police – working in close partnership with the local authorities – will take the necessary action.”
