Peterborough takeaway extension and flats plan withdrawn after parking concerns

Plans to extend an existing takeaway unit and create two new flats in Peterborough have been withdrawn.

Bohdan Stec applied to Peterborough City Council for part-retrospective planning permission in October to make the alterations to 160 Padholme Road in Eastfield.

The property, which currently consists of shop units with flats above, would have seen an extension to an existing takeaway unit and the conversion of roof space above into two one-bedroom flats if plans were approved.

It would have also created one extra full-time job, according to the application.

However, the local highway authority (LHA) objected to the plans, highlighting various concerns including inadequate parking facilities and details around access and visibility splays.

The LHA claimed that it historically provided pre-application advice for the same proposal, which insisted on the requirement of 12 parking spaces.

“The applicant has now proposed a total of 10 on-site parking spaces,” the authority stated.

“This is a shortfall of two car parking spaces. Therefore, this is not acceptable to the LHA.”

The applicant argued that the commercial element was an extension to the existing takeaway intended to provide additional seating due to limited internal space — not a separate retail unit — therefore not requiring an additional two parking spaces.

Despite this, the plans were withdrawn by the applicant on December 10.
