The government has proposed the establishment of a new combined authority covering the three counties, which would be headed by a new, directly-elected mayor.
Last week, during a visit to the region, communities secretary Greg Clark said the mayor was a condition of releasing more than £1 billion of funding that would come with the proposals.

Hide AdBut critics fear the new structure would take up too much of the additional funding in bureaucracy rather than having more cash being spent where it is most needed.
