Changes recommended to Peterborough City Council’s constitution

Peterborough City Council is to consider changing its constitution in order to improve the rules which govern the way procurement processes are handled.

At a meeting of the council’s Constitution and Ethics Committee at Sand Martin House yesterday (April 13), members were presented with a report authored by Satinder Sahota, Interim Director for Legal and Governance (Monitoring Officer).

Mr Sahota’s report stated that “The Council’s current Contract Rules have not been subject to a full review in many years.”

In light of this, the report added, a full review had been undertaken by Legal Services to “ensure that they are fit for purpose.”

In essence, the report proposed to update those Contract Rules within the current constitution which have been identified as outdated.

The recommended changes included clearer guidance on contract types, updated procedures for awarding contracts, stronger governance requirements, and improved rules for managing, varying, and terminating contracts.

It is believed these revisions will help make the council’s procurement processes clearer, improve efficiency, and ensure legal compliance.

In addition, the report also stated that the amendments will help support value for money and strengthen governance as Peterborough City Council prepares for future organisational changes.

The recommendation to revise the Contract Rules will need to be approved by Full Council before the proposed changes come into effect.
