She has described the police decision to take no action against him as “just not good enough.” She said her neighbours felt the same.

The man, who is said to not to speak good English, is believed to have been living in his van for two months before recently moving on.

A police spokesperson said: “We have been contacted on three occasions since July 11 with reports of antisocial behaviour near Angus Court in Peterborough.

“Officers have attended the scene, conducted house-to-house enquiries and spoke to the man. The officers could not find evidence of any crime being committed.”

A Peterborough City Council spokeswoman said: “We would treat someone living on a street in their vehicle in the same way we would a rough sleeper. This would involve supporting the person to find more suitable accommodation and, if this failed, taking enforcement action.” She added that urinating in public would be a police matter.
