Third-placed Panthers lie 15 and 10 points respectively behind those sides despite having completed more meetings.
But Frost remains confident that his men will hang onto a place in the play-offs and insists they are capable of raising eyebrows once there.
Frost said: "I am a realist and I regard catching the top two as pretty much impossible, but we will be in the play-offs and that means we will still be in the race for honours.
"I feel it will be ourselves and Lakeside that finish in the top four along with Swindon and Wolverhampton.
"It means that we will go into the play-offs with either an eight or a four-point handicap depending on which team we face, but I feel confident we have every chance of causing a surprise."
Frost's first full season at the Panthers home has been anything but plain sailing with the club suffering the loss of key rider Karol Zabik and being affected by inconsistency on the track.
But with two-thirds of the campaign now completed, he feels the club are back on track.
Frost added: "What hurt us early on this season was losing Karol, a man who was very much essential to the team for this year.
"We had to jig things around and then suffered with injury to Claus Vissing at a time when we were not picking up the results.
"But we have got over the bad start, come through a sticky spell in which we lost heavily at Swindon and Lakeside, and I feel sure we will make the play-offs."
Frost is rapidly approaching the first anniversary of his drawn-out Panthers takeover conducted last summer.
The Berkshire-based businessman saved the club from the brink of possible extinction when succeeding Colin Horton at the helm on August 7, 2008.
