Milner improved his Town best for the second successive week.
And then captain Hussain took control by claiming 7-38 as Buckminster were dismissed for 184.
Oundle remain hot favourites for the title after recording an eighth win in eight games at Rushton. Predictably Franco Marais (101) led the way as the leaders piled up 219-7.
Richard Cunningham (5-24) and Andrew Reynoldson (3-11) then spun Rushton out for just 138. Reynoldson also made an unbeaten 49.
Godmanchester are Oundle's closest challengers, a position they maintained with a five wicket win over Market Deeping. Only Charlie Kearns (54) and Ali Sharp (45) held up Godmanchester's victory charge.
Craig Williams batted throughout the Bourne innings for 102 to help his side to a second successive win. Tom Bentley also cracked 53 as Uppingham were seen off by 58 runs.
