11.45am update: The 24 year-old will complete a move from League Two side Wycombe when the Posh squad return from their summer training camp in Marbella on Monday.
It's understood Posh have paid in excess of 100,000 for Torres who was a virtual ever-present in Wycombe's push to the League Two play-offs last season.
Posh manager Darren Ferguson was delighted to capture a man he's been tracking for some time.
Ferguson said: "It's a great signing for us. Sergio is an exciting player who is sure to be a fans' favourite.
"He has pace and skill, but he also has great versatility as he's decent down the middle as well.
"We've done well to get to him and fair play to the chairman for backing me again. We've had to pay Wycombe a fair bit of money."
Torres is the second summer signing Posh have made from Wycombe. They have also taken right-back Russell Martin from Adams Park.
Torres was born in Mar Del Plata, Argentina and played for his local club for two seasons before deciding to pursue a career in England.
He funded his own trip to the UK in 2004, but failed to impress Brighton in a two-week trial so he signed for Basingstoke Town.
Wycombe signed him after he impressed in a pre-season friendly and, after a slow start, Torres became a key member of the squad.
He finally put injury problems behind him to play a starring role in Wycombe's last campaign.
