Spy cameras could be used in fly-tipping battle

SPY cameras could be the new weapon in combating the growing menace of fly-tipping in the Paston area of Peterborough.
Crunch talks will be held on Monday between police, residents, the fire service and travellers to discuss the best way to tackle fly-tipping which has plagued Norwood Lane, in Paston Ridings and the nearby Paston travellers site for 15 years.
The road has been a fly-tipping hotspot for a mixture of household and business waste, often including dangerous materials such as asbestos.
The number of fly-tipping incidents at the site has increased in the past 12 months.
Options for tackling the problem include using covert CCTV cameras to catch the fly-tipping culprits red-handed.
There may also be patrols by the police Rural Community Action Team, doing stop checks on vehicles transporting waste in the area and ensuring they do so legally.
After Monday’s meeting, the plans will be discussed further at Peterborough City Council’s Environment Capital Scrutiny Committee, on September 9.
In a report to the committee, neighbourhood manager Leonie McCarthy, said: “There are currently no mechanisms in place to catch fly-tippers and identify the perpetrators.”
She said that the majority of rubbish is dumped by businesses and members of the general public.
She said travellers are fearful to report individuals and say they have been verbally and physically attacked on previous occasions when they have tried to approach fly tippers.
In 2009, there were a total of four clear-ups of the Norwood Lane area – costing Peterborough City Council £13,400, plus waste disposal costs of £3,500.
The council hopes tough tactics such as CCTV will help slash clean-up costs and ease tensions over the rubbish.
Ward councillor Sue Day welcomed the talks but said she was fearful of the costs.
She said: “My only worry is that the solutions might be expensive, but something needs to be done.
“We need to educate people. It is only five minutes from the local tip, so why would you dump stuff?”
Inspector Matt Newman, from the police community cohesion team, said: “We need to make sure we meet the needs of all the people in the city.
“It will be good to get all the interested parties together and look to work at solutions.
“We will be looking to police the area in the right way and help build prosecutions for fly-tippers.”
Call for public to help catch the fly-tippers
VETERAN councillors are urging residents to shop fly-tippers who dump stinking waste in the streets to the city council.
Mayor of Peterborough, Councillor Keith Sharp and fellow North Ward member Councillor Charles Swift were left sickened after finding a pile of rotting waste dumped in Thistlemoor Road, in New England, last weekend.
Maggot-infested bags surrounded by flies, old milk cartons and rotting carpets were amongst the filth discarded in the road.
Cllr Sharp said the time has come to get tough on the fly-tipping menace and called for people to help Peterborough City Council collect the evidence to prosecute tippers blighting city streets.
He said: “People must have seen the people who dumped this rubbish in the street and they need to come forward.
“We know a bloke had a skip which he had hired and filled and then opportunists used this as a chance to dump their stuff next to it, as they think they can get away with it.
“The smell was just awful, there was a milk carton there that looked like it had been in someone’s house for years and this is not the first time it has happened.”
Cllr Sharp said many people do report information relating to fly-tipping but the whole city has to get behind the idea.
He added: “This is not just a problem in our area, but a problem city wide. Fly-tipping should not be tolerated by anyone, but people have to make the calls.”

And I agree with Henry - it is all the Councils fault as usual - they should spend our money running hugely expensive covert operations to catch the culprits - is'nt that what we pay tax for?

PCC will talk until the cows come home - they have the wrong people in charge, Director of operations, couldn't direct traffic, it's does not effect them directly other wise you would see some Action! Peterborough is a pigsty. Now if the powers to be don't get this sorted out and other anti social problems I think they should be given the sack! After all " you wouldn't miss then because there internal employees."

Friday, September 3, 2010 at 04:54 PM@Fenman: That is the point of my suggestion of community service. Make the offender clear up such rubbish (under supervision) at their own expense, paying the tipping fees, using their own vehicles. That's called making the punishment fit the crime.

Friday, September 3, 2010 at 01:37 PM@JohnLonelygoatherd - I think you will find that the majority of fly-tipping is carried out by 'professionals', i.e people who are employed by the householders to do work and are paid to remove the rubbish. Because they are tradesmen they have to pay to dump the rubbish at Council sites (a charge passed onto the householders), they then fly-tip and pocket the additional money. Very few householders would go to the trouble of loading up their car, drive a few miles to tip in another street rather than drive a similar distance to dispose of it properly. After all there is no cost involved other than the petrol and their time.

Friday, September 3, 2010 at 01:04 PMAll that lovely carpet!!!. If that had been put onto peterborough freegle, some one would have had it for their allotment. Someone trash is always someone elses treasure. Also, back in the 80's the council had skip collections to each area twice a year. It was funny if you lived near where they were placed, as stuff was being taken out too. It goes without saying the pikeys would go around them all on a regular basis. Everyone could have a clear out.

Friday, September 3, 2010 at 11:52 AMStaff at the Dogsthorpe tip are very helpful. I have had assistance to carry rubbish up to the skips without having to ask for it and I'm not that old. The only problem is queuing at the weekends - but it is open late until 8pm on two nights a week. Alternatively get up early at the weekend. No queues at 8-9 in the morning.
