Special Report: Sharp rise in number of fly-tipping reports across Peterborough

FLY-TIPPING incidents have increased by 13 per cent between November 2010 and December 2011 according to figures revealed by Peterborough City Council.
During this period he council received 1,530 complaints about fly-tipping – the single largest number of complaints received about environment crime.
A report, due to be discussed by councillors tonight, also reveals that the council took action against fly-tippers in that time by issuing 129 warning letters, 54 cautions and 36 fixed penalty notices.
It also prosecuted seven people and issued 131 Section 46 notices telling people how they should put out their waste for collection.
Cllr Sam Dalton, cabinet member for the Environment Capital, said it was down to residents to have pride in their communities to reduce fly-tipping.
She said: “Fly-tipping is just laziness. We have good facilities in Peterborough for people to dump their rubbish, at the tip or in their bins.
“In a case in Eastfield Road last month, at the start of the day a bit of wood was dumped by a tree, and by the end of the day a mattress and football table were there.
“We need residents to take pride in their neighbourhoods and report fly-tipping as soon as they see anything.
“I think it is good that wardens will be able to issue tickets for littering.
“The more people we have in the city who can multi-task and deal with this sort of situation the better.”
The report by executive director of operations Paul Phillipson also shows that the council received 205 complaints about littering (down by 30 per cent compared to the previous year) and 66 complaints about littering from vehicles (an increase of 350 per cent).
It also reveals that traffic wardens are being trained to deal with litter bugs as well as problem parkers to keep the city streets tidy.
So far three have been trained to issue on-the-spot fines to those they see littering and it is hoped the rest of the nine wardens in the city will be trained soon.
He said: “Though this multi-skilling approach will not make a huge difference to the overall enforcement capacity due to the service demands within parking, it does enable action to be taken where littering is blatant.”
The report will be discussed at the Environment Capital Scrutiny Committee starting at 7pm tonight (19 January) at the town hall.

Tuesday, January 24, 2012 at 09:22 PMThere's not much point in logging an incident. You get a job #, then nothing...I can't even see any process like they collect from an area once per week. Why does it take three weeks and phone calls to get a fly-tipped sofa taken away!

Friday, January 20, 2012 at 02:38 PMI'm open to correction, but I understood that vans and trailers for household waste, require permits which can be obtained in person, or via the council website. They allow three visits per permit in a week. Just needs forward planning. If using the website, allow a week ahead due to the use of private postal services.

Ive lived in area for 11yrs and SEE DAILY, then on this wet morning!!! the landlords in my area 99% asain it no getting away from the fact.. and they don't care about the areacountry. they are open about it. secondly 90% of there tenants are eu migrantsx and YES they are on benefits.. we have LARGE ROMA familes in the area, and they most definitely dont work

Friday, January 20, 2012 at 07:55 AMThe problem with Dogsthorpe Tip is the idiotic ban on vans. So what if the odd contractor uses it? If you have a lot of stuff to get rid of you hire a van or borrow a mate's van. Then some jobsworth turns you away at the tip! That is stupid, especially after the free bulky waste service has been removed. Lift the van ban now!

Thursday, January 19, 2012 at 08:51 PM@14 I don’t agree with the comment regarding helpfulness at the Dogsthorpe tip. I have seen objectionable behaviour obstructivness intimidation and un helpfulness by personnel at the site. People turned away in hire vans when they have been doing a house move and taking the opportunity to dispose of unwanted items, an old guy harassed because the garden cuttings were loose in his trailer, a friend harassed for a Christmas tip last month as they thought they were doing him a favour allowing him to tip! All this behaviour was from British guys, the foreign boys are fine ... probably because they can’t even speak English! No wonder there is so much fly tipping …… I am sick of seeing rubbish dumped all over the area. It’s a regular event down the lane I use for work. Wake up Peterborough city council tackle the real issue!! DOGSTHORPE TIP OPERATIVES!!!!

The one in Dogsthorpe has pretty good opening hours and the staff are very helpful, no matter what I take down there, someone always comes and helps me

Thursday, January 19, 2012 at 06:41 PMThe ET states that over 1500 flytipping complaintscalls were made to the council in the one month and seven days from November 1, 2011. Yet the council’s own figures report that in the last full fiscal year only 1587 investigations were made into flytipping (representing about 112th of all complaintscalls). It is a matter of public record that during this time, from this 1587 figure, there were only three prosecutions. (There is no written record to confirm whether these were successful prosecutions.)

Thursday, January 19, 2012 at 06:00 PMSaw flytippers in action. Phoned the police. They captured them driving away on the Frank Perkins Parkway 8 minutes later (in their empty van). Photographed what they dumped. It was spilling over onto a major road. Handed the CD of images to the police. Police extremely pleased indeed. Both the police and I heard nothing from the Council despite regularly checking. Then many months later (almost a year) when it was clear to the PCC that the police and I were going to persevere with our request for a progress report we received the mother of all excuses. An unnamed PCC official in the flytipping department, they eventually admitted, had, months previously, determined that there was not enough evidence to secure a successful prosecution. (Nor had the common courtesy to answer our enquiries.) Both the police and I agreed that there was a clear cut high probability of a conviction. But, hey ho, neither the police nor I make the decision to prosecute. Gillian Beasley can contact me at any point to advise on how her department might consider making improvements. She can ask the police, too, should she be bothered.

Thursday, January 19, 2012 at 05:41 PMI am sick to death of people using the £23.50 collection as an excuse for people to fly tip. It's not a huge ammount of money considering how much most people are willing to spend on smoking and drinking etc. Maybe you should have a look around at how much other councils charge like South Kesteven who charge £10 for the first item and then £5 for each additional item ok for those who want to dispose of a few items not so good for those wanting to get rid of 5 items or more.

I have seen people drive up to a verge, or known flytipping spot and dump a load of rubbish from the boot of the car. And it's not just certain ethnic groups. But the Council response - typically pathetic. Issuing leaflets to tell people when to put their rubbish out - pathetic! Fine the b*****s, and then make them do unpaid rubbish clearing. Stop pussyfooting around with all this namby, pamby looney leftie rubbish!

Seriously though, given the ludicrous prices the council charged me to get rid of an old fence, is it really surprising that people try to avoid the cost? If the prices were reasonable, more people would use the service
