Newborough: Row stalls plans for new houses

REVISED plans for a new housing estate in Newborough have stalled due to a row over whether the firm behind the project can afford to contribute cash for the area’s benefit.

The bid to construct 18 homes in Gunton’s Road failed to receive the go-ahead when it went before Peterborough City Council’s Planning and Environmental Protection Committee, despite planning officers recommending approval.

The application was a redesign of an original 13-home scheme, which was given approval in 2006, and on which work has begun.

Members deferred a decision after the applicant, West Register (Realisations), had been spared paying more than £90,000 to the authority as part of a “Section 106” provision as the firm was expecting to make a loss on the development.

Under Section 106 agreements, planning authorities receive money from developers to improve an area’s infrastructure.

Members heard the developers had also been spared the cost of making any of the properties “affordable housing” for the same reason.

Cllr David Harrington, who represents Northborough on the city council, presented a separate financial assessment of the development, believing a contribution to the city council could be afforded.

Members deferred a decision on the application to allow for further negotiations between the planning department and the developers.

Cllr Peter Hiller said: “We have a duty to secure the best possible deal for Peterborough City Council and its residents.”
